CEO and Chair
Mr. Pires started Community Bank Delaware in 2006 with a group of other local business owners. He is Chairman of the Board of Directors, and in 2015 became Chief Executive Officer.
He and his wife, Diane Cooley, are partners in Pires Cooley, a law firm that handles class actions and complex litigation.
Mr. Pires is also President of Highway One Companies, which owns resort- oriented businesses in Sussex County.

Jack Riddle was born and raised in Seaford, DE. His father was a purchasing agent with DuPont and his mother was an RN at Nanticoke Memorial hospital. The family spent a lot of weekends camping at Leisure Point on Long Neck Road. He worked at Leisure Point for ten summers until graduating from the University of Delaware.
After college, Jack married Susan Anthony from Seaford and they moved to Philadelphia where they both worked for Girard Bank in center city. When Farmers Bank was sold to Girard Bank, they relocated back to Seaford. Jack spent 25 years working for Girard/ Mellon/ Citizens until he joined Community Bank Delaware at inception. He currently serves as President & Chief Lending officer.
Jack and Susan now live in Rehoboth Beach where they enjoy tennis, pickleball, and bike riding as well as spending time with their children (Laura & Matt and Stefanie & Joey) and their grand kids (Anna Lee, London, Anthony, Liam & Jaxson).

Chris Benjamin joined the CBD team in September 2016 as an AVP and Lender. He has since been promoted to SVP focusing on residential mortgages. Chris has over 30 years of mortgage lending experience.
Chris graduated from Salisbury University with degrees in Finance and Psychology. He resides in Lewes with his wife and kids.

SVP AND CHIEF FINANCIAL OFFICER
Angie Warrell joined the CBD team in November 2016 as SVP and Chief Financial Officer. Prior to that, she was Treasurer for a local community bank and has over fifteen years of banking experience in various roles.
Angie is a graduate of Towson University with a degree in Business Administration and holds an MBA from Wilmington University.
Angie has been actively involved in her community and is Treasurer of the Seaford Central PTO. She resides in Seaford with her husband and children.
Shannon McGinn

About Shannon McGinn
SVP AND HUMAN RESOURCE DIRECTOR
Shannon McGinn joined the Bank at the 2006 inception and currently serves as SVP and Human Resource Director. Shannon also serves as the Chair for the Personnel, Compensation and Governance Committee.
Shannon is SHRM certified has over 30 years of human resource experience and knowledge and has been in the banking industry for 21 years.
Shannon has been a resident of Sussex County for over 50 years and is active in the local community. She lives in Lincoln with her husband Bill, who together have five children and eight grandchildren.

SVP AND CHIEF OPERATING OFFICER
Staci Niblett, who is a Certified Electronic Banking Officer, has worked in the banking industry for over 27 years in various management and leadership roles.
Staci joined Community Bank Delaware in February of 2022 as SVP and Chief Operating Officer. Staci is active in the community including Relay for Life and March of Dimes and is an avid advocator for Breast Cancer Awareness.
